Background The purpose of this position is to provide the overall management of Health & Safety and Injury & Emergency Management Systems, and ensure that the Health and Safety services are aligned with national and local legislative requirements and to the expectation of the University operational plans. The incumbent is also required to provide the policy direction and awareness of the health & safety at workplace and the emergency management functions, and promoting a positive organisation culture and practice that creates a conducive work environment that provides the health & safety for staffs, students, visitors, and contractors.
 
Key Responsibilities:

• Provide the overall management and oversight for occupational & environmental health & safety activities to ensure a safe and healthy workplace environment for students, faculty, staffs and visitors. 
• Responsible for leading, facilitating and implementing the University’s health & safety management system and the emergency management plan.
• Promote the highest practical standard of work, health and safety within FNU and ensuring compliance with legislation and national standards for workplace health and safety.
• Conduct regular monitoring of all sites, inspections and investigations of workplace, and safety auditing and assessment of risks and hazards and report upon the operations of the safety management system in line with the University’s Strategic plans.
• Development and implementation of the University’s Occupational Health & Safety policies and the standard operating procedures including the coordination of building and fire evacuation plans as well as reviewing of all such related documents - policies, procedures and guidelines in timely manner.
• Develop, implement and evaluate the risks and compliance management policies and programs, trains university’s employees in occupational health and safety procedures, monitor and audit workplace and investigates any incidents or accidents to ensure safe and healthy working conditions.
• Provision of expert and administrative support to OH&S Committees, and provide the necessary advice and guidance to senior officers on all matters relating to workplace health and safety within the university, and the provision of leadership and direction to the OH&S committees and representatives, ensuring that they understand their role in meeting the national legislative requirements.
• Identify all health and safety training needs, develop and deliver appropriate training programs as required such as First Aid and Fire safety etc., and maintain the training records of all trained staffs.
• Provide guidance and assistance to all staffs in management on their responsibilities to actively reduce the risk measures, and maintain close relation with the injured employees and treating medical practitioners on the injury management process in terms of any accident or injury case management.
• Perform the role as the University advisor in managing all emergency or disaster risk situation and develop, promote and facilitate the implementation of the disaster risk and emergency management plan for the University.
• Coordinate exercises such as fire drills in all campuses to test on the emergency management (preparedness and response measures) and the evacuation plans through closely liaising and coordinating with all stakeholders, staff and students within the campus and driving a safety first culture. 
• Monitoring of contractors, visitors and partner activities and ensure that they are in compliance with the safety management system and performing the workplace orientations to ensure that employees, contractors, suppliers and visitors are aware of all safety instructions and measures. 
• Develop and build relationship with a range of external organisation and authorities including the insurance company, health and safety advisors and consultants, government ministries and local government authorities to keep abreast of development in health and safety practise, and attending to OH&S related conference, seminars and training workshops.
• Ensure that any breach of standards or procedures and any non-compliance or observations are investigated, resolved and appropriate corrective actions taken and communicated accordingly to the respective colleges and divisions.
• General management of OH&S departmental staffs, planning of work, allocation of resources and the application of professional knowledge in ensuring the expert advice and the best practise approach with a degree of autonomy.
• Conduct appropriate research, identify and recommend optional courses of action such as, problem solving requirements in the area of investigation of incidents, observation and incidents, resolution of non-conformance, engagement of employees on safety related matters and other health and safety management problems.
• Assist with health and wellness programs and special event coordination’s such as annual staff sports and social functions, including driving the clean-up campaigns, work for health and tree planting initiatives.
• Responsible for all strategic matters related to workplace health and safety and analyse, audit reports, tender committee reports, financial reports and provide technical advice and assistance to the Director and the senior management team.
• Providing the support service to the disability resource centre, Sports gymnasium and Colleges including the monitoring of hygiene conditions of all washrooms, teaching & learning space, cafeterias and built facility and reporting the status. 
• Implement, Monitor and Review the Personal Protective Equipment’s (PPE) for all University staffs as protective and preventative measures, ensuring that all staffs are equipped and provided with the necessary safety gears to minimise operational losses, occupational health problems, accidents and injuries.
• Any other task or responsibilities as advised by the Director Estates and Facilities or Vice Chancellor.

 
Person Specification:

Essential: 
•The incumbent should have at least a Bachelor’s Degree or Post Graduate qualifications in Occupational Health & Safety, Environmental Health Management or related qualification in field of Disaster Risk or Emergency Management.
•  3 years of related experience managing the organisation Health and Safety Management system with proven capability in achieving health and safety performance improvement and experience leading cultural change within health and safety and in the injury or risk management.

Desirable:
• Higher qualification in Occupational Health & Safety
• Previous OHS work experience
• Valid driver’s license
• Willing to work flexible hours 

Salary An attractive salary commensurate with qualifications and abilities will be negotiated with the successful applicant.
